The cruise control clutch release switch is located at the base of the clutch pedal and disengages the cruise control system when the clutch pedal is pressed. 

Once the cruise control system is disengaged the driver is able to decelerate and once again use the gears and slow down the vehicle. 

The clutch switch is only one of the various switches that will disable the cruise control system but for  manual vehicles it is one of the most important, and as the clutch pedal is frequently used during the normal operation of the vehicle it is the most common component to fail.
